Michael Biebl suggests to me that the fact that the latest fuse package creates /lib/modules-load.d/fuse.conf is a bug. I have fuse_2.9.3-15+b1_amd64.deb and am running the Testing rolling release. He suggests that this file was formerly needed in orderly to manually load the fuse module but that it should now be loaded automatically.
