Please unblock package efivar

(Note this is my first unblock request ever, so please kindly let me know if I've omitted anything important. I did review https://release.debian.org/jessie/freeze_policy.html and hope I am doing this correctly.)

This is to resolve #773412, an RC bug. This fix is necessary to allow installation on 64-bit systems with 32-bit UEFI firmware (such as Bay Trail systems). The only changes from what's in testing are the inclusion of the following two patches, which come from upstream:

http://anonscm.debian.org/cgit/collab-maint/efivar.git/tree/debian/patches/07-num_bits.patch?id=Debian/0.15-3

http://anonscm.debian.org/cgit/collab-maint/efivar.git/tree/debian/patches/06-efi_variable_t.patch?id=Debian/0.15-3

Here is the debdiff between what's in testing and the version I would like unblocked:

$ debdiff efivar_0.15-2_amd64.changes efivar_0.15-3_amd64.changes File lists identical (after any substitutions)
