OK, 

Tracked this one down. Its caused by /etc/init.d/networking being left
there when ifupdown is removed.

Could you please fix this?  I am marking bug as important and assigning
to your package ifupdown.

Work around is for me to document that ifupdown needs to be purged so
that netscript-2.4 will install cleanly.

I am also CCing debian-devel list for suggestions.
