As I see it, the discussed breaks is suggested to work around a bug in live-tools. I'm not sure packages should be used to carry workarounds for issues in other packages because the list will become very long very soon. (eg. see also #772846 and grml-debootstrap << 0.68 which would be the next Breaks candidate, and so on...) A completely alternative suggestion would be to simply drop the update-initramfs calls from util-linux (for jessie) as it doesn't look like the initramfs-tools in unstable/sid will make it into jessie (which was the reason it was added).... That would side-step the entire problem I guess. Would be very welcome if someone wants to dig deeper into this and investigate all options. I'm not very motivated to do it.
