Unfortunately, it looks that way. Please upload 5.3.28-7~deb8u1 to jessie, and make sure to build it in a clean jessie chroot. Please remove the moreinfo tags once it's uploaded and built everywhere. If it turns out 5.3.28-7 can migrate to jessie after all, it will just replace the t-p-u version.
