Debian user Chris Gilbert did some testing on his own and found that explicitly stopping debconf prevents the hang. From my understanding of how it is supposed to work that shouldn't be necessary but apparently it works so lets try it. I have prepared -9 which I shall be uploading shortly. Please try it and let me know if it works.
