Okay I haven't tried that yet... but from what you describe ("false
positive") it sounds like an incomplete fix?!

The problem here simply is that a service got restarted, which wasn't
running at all (and thereby it got started).

Shouldn't a simple check whether the service is running at all do the
job? And if not don't restart it but just report any processes that
might need to be manually "restarted" (i.e. the ssh sessions - not the
sshd daemon)
