Well, partial upgrades are not “supported” per se, but they are expected
not to leave your system in an unusable state, so when there’s a
lockstep upgrade we should match it in the dependencies.

But I do not think the release team will allow a new version of upower to migrate to jessie because it fixes such a (IMHO) minor issue? Do you think they will?

And once jessie is released then really I can't see much sense of adding that information either because by then you'll allready be running upower and gdm3 from jessie and so this becomes a non-issue?

I.e. it becomes a pure formality without any real impact or effect.
