I have recently experienced the "send" side of the above report, repeatedly. This may be related to the fact that I tend to leave my KDE session open for days -- I think that crossing midnight triggers tris, but I may be wrong about it. Anyway, repeatedly, kmail quietly puts mails in outbox instead of sending them, and as described, "send queued messages" does nothing. When this happens, restarting kmail alone does not help, but after restarting Akonadi, when kmail starts again, it does send from the outbox. (so this may actually be an Akonadi, rather than KMail, problem, although I wasn't aware Akonadi is involved in sending mails too).
