If not, would you be willing to add it to ifupdown and upload it so it get's into jessie? I know that a few months ago I asked you to remove the allow-hotplug handling from /etc/init.d/networking and now I'm asking you to add it back. But given the freeze, I think adding the allow-hotplug handling back and using "udevadm settle" is the least intrusive change which has a chance to be accepted by the release team.
