I gave the command "reportbug". It prompted for the package. Then the report was saved to a file rather than sent directly by reportbug. Then I mailed the content of the saved file to submit at bugs.debian.org. No deliberate deletion of any tags. A reply from bugs.debian.org reported absence of the Package tag.
