The email said the report without a Package tag could not 
be accepted.

But 770740 appears to be the correct focus now.

I gave the command "reportbug".  It prompted for the package. 
Then the report was saved to a file rather than sent directly by reportbug.
Then I mailed the content of the saved file to submit at bugs.debian.org.  
No deliberate deletion of any tags.  A reply from bugs.debian.org 
reported absence of the Package tag.  Then I found the syntax and added 
Package and Version tags and tried again.  
reportbug with 0 parameters.

Well, certainly a drive is necessary to replicate my observation.  
I could mail you a drive or an old laptop except that the postage 
would be ridiculous.  Perhaps another maintainer has a working 
floppy drive?
