Hi! This is a bug in libpq-dev and/or postgresql-server-dev-8.0.
Basically the postgresql 8.0 specific server-dev package refers to libpq-dev which is "unversioned", and nowadays refers to 8.1 I've logged a bug #342583 for this. Andreas
