My original report was for my laptop running Jessie. I've just tried the same thing on a VM running up-to-date Sid.
On Sid all the reproduction steps have no effect on Totem at all (i.e. Totem is not started if it wasn't already running and a running Totem just continues with whatever it was doing before the command is issued.) Since the Sid version of Totem is identical to the Jessie version I suspect that something else is going on. It may be that the exact behaviour just differs between installs/configurations.
