The general structure of the problem is known; we fixed the ordering for
krb5-kdc but I guess we skipped the admin server while doing so.

If I understand correctly, you could also put the file in
/etc/system/krb5-admin-server.service.d/ which is where local
configuration is preferred to be.

Yes, this setup should work.  There's just some thinking to do about
whether this belongs in krb5-kdc-ldap or krb5-admin-server, and how to
make the right thing happen for both ldap and non-ldap admin servers.
