Both are enabled, on Windows as well as on Debian. Disabling either removes an

Does this mean they are supposed to behave differently?
Ah, that's the problem then. You should just have "system tray icon" enabled
if you don't want the second icon. That's how I run it.
Ooh, OK, I get it. So disabling "Active applet" is indeed the right workaround for this
(although disabling "Show system tray icon" would achieve the same as things stand).
By default, both preferences are enabled.
http://www.workrave.org/blog/2004/02/03/windows-applet-works/ shows what the
applet is supposed to be. I wouldn't see the applet on Windows 8 even though it
is also enabled by default because one also needs to enable its toolbar, as the
screenshot shows.
The applet does work on Windows 8, but there are several bugs with it, some
reported upstream, some reported elsewhere, for example
https://bugs.launchpad.net/ubuntu/+source/workrave/+bug/981879
I didn't find one about KDE, but visibly, this is an upstream bug specific to
KDE. It is not just a cosmetic bug, but apparently the applet being completely
broken under KDE.
For what it's worth, I find this applet invasive and would be fine with us
disabling it by default.
