The variable $flag_initial is not respected any more by setup-storage. Therefore, if you use preserve_reinstall in disk_config and set this variable, setup-storage will fail to work. This bug was added in commit 802d5bc601c273aaf208288f72bccb777f397785 so at least FAI 4.2.2 to 4.3 is affected.
