Well, so it is clear that building will not succeed if only old glibc is installed. Note the amd64 build log for example: current build-conflict causes the buildd to upgrade libc6, because it has 2.12-11 installed which conflicts with building busybox, so the condition is actually working. https://buildd.debian.org/status/fetch.php?pkg=busybox&arch=amd64&ver=1%3A1.22.0-13&stamp=1415831665 But it is ugly at least, I agree with that.
