Looking at the fontconfig-config config and postinst script, one can see that fontconfig-config does in principle take care of this issue by preseeding the debconf questions with tests for those symlinks. I therefore ask you to add more detail to this bug. Can you point out which file you were trying to remove? When doing so, please Cc me and remove the moreinfo tag added in this mail.
