Grabbed the Debian sources for develock-el and a copy of the updated
upstream.  Fixed up the Debian patch and built the .deb.  The install
complained about a missing compat file (emacs-package-install) but I
think that's can be ignored for now.

Testing with 50develock-el.el in my system's emacs/site-start.d/ I am no
longer able to reproduce the reported behaviour.  Good!

Looks like develock-el needs an update.
