elk is using libelfg0 which seems unmaintained upstream (last release seems to be around 1st Nov 2009). The description of the package states: "This shared library may be needed by pre-packaged programs.", this sounds to me like it's in the archive for old (closed sources?) packages only. The package is still compiling sucessfully when switching the build-dependency to libelf-dev.
