This is undoubtedly an upstream bug, but I'm sure you know better than me where 
their bug report system is :)

Trying to branch from http://localhost/~ghc/melbtime fails, but from 
http://localhost/melbtime it works.

$ bzr branch 'http://localhost/~ghc/melbtime'
bzr: ERROR: Not a branch: http://localhost/~ghc/melbtime
  command: '/usr/bin/bzr' 'branch' 'http://localhost/~ghc/melbtime'

  see ~/.bzr.log for debug information


$ bzr branch 'http://localhost/melbtime'
$

As you can see below, I recompiled it on a sarge box.
