You should only get the message about the NamePolicy once during boot.
That it's repeated over and over again is caused by an incomplete debian
patch for the hwdb location, which causes udev to reload the hwdb
database on every uevent. It's tracked at [1] and we do have fix for that.

As for the log message itself, since we make the new network interface
naming policy opt in, I wouldn't mind making it a debug message instead
of and info message.
