This is very surprising. For as long as I can remember, translation
updates have always been accepted as freeze exception, until the very
last moment (ie: deep freeze).

fwiw, the standalone exception for documentation / translation changes was dropped for wheezy in early November 2012. That was a little over six months before the release.
