Because they are part of the direwolf distribution and referenced in the documentation. The longer term fix is to break out these utilities into a direwolf-tools package and have it conflict with drawmap. This is not the sort of change to be making after the freeze. For the vast majority of users, missing ll2utm and utm2ll will not cause problems.
