Well, and I have to apologize that I didn't take the time to look more closely at the bugs you reported. While in principle I stand to what I said, tipa has no dependency except on tex packages, and we need not fear to be tied to some other transition. Therefore I suggest that tipa can apply the complete patch you submitted, with a proper versioned Depends on tetex.
