Yes, except it seems that indeed a recent change to make udev rules reload work with systemd broke the detection. I can test easily for devices, but detecting (and sending commands) to udev will probably not work in a chroot :/ I'll try to test the devices, make errors from udev not critical, but test for permissions in the init script.
