When opening any menu in gnome-panel, Gtk thinks that its size is some pixels
less than it really is, thus the menu has unnecessary scroll buttons.

When the menu is containing only one or two items, these scroll buttons take
all the space, making the menu unusable.

A comment in upstream bug report says that it affects not only gnome-panel,
but any application running full screen, like gnome-terminal.
