I also confirm that by default 1.99~alpha1-1 (and -2) Blueman in jessie beta 2 xfce 32 -bit

I could fix the empty Transfer panel py compiling version 1.99~alpha1-2 from sources. But correct settings in the Transfer panel did not help to reveice files. I found a command line solution and a lot of packages need to installed: Bluetooth, install blueman, rfkill,bluez-obexd, obexftp. Enable ftp from phone. For a file browser, in the Location: option put obex://[58:12:43:49:54:C1].
