I have just noticed that this prevents ntpd from working at all:
$ ntpq -c peers
remote refid st t when poll reach delay offset
jitter
==============================================================================
*LOCAL(0) LOCAL(0) 13 l 58 64 377 0.000 0.000
0.001
After restarting ntp-server, ntpd picks peers from pool.ntp.org and
synchronises normally.
