i think i found a bug in the debian/wrapper script for this package. I think that do_run_aclocal (line 295) will always fail in this check: if ($uses_aclocal && -f 'Makefile.am') because "uses_aclocal" is never set. This line seems to be the only one using it. When the check fails, Makefile.am will never be parsed. This caused a configure.ac file to become unusable for me that needed to generate an aclocal.m4 file from a local m4 directory (which wasn't used because of the failed check).
