Bug#696677: Meta package lxde installs incomplete LXDE environment

The version 0.7.1-1 which is installed on current Jessie is missing the 
panel file under ~/.config/lxpanel/LXDE/panels thats why the panel is 
not displayed.
There also seems not to exist a lot documentation on this file.
Please add a default file on current Jessie.
