Bug still reproducible with vorbis-tools 1.4.0-4.

As this issue happens mostly with this specific file, a decoding issue would stand to reason. However, the issue happens even after transcoding the speex file to ogg vorbis (using audacity). As it's very unlikely that the actual waveform is causing the issue, the trigger has to be some other data that survives the transcoding, like sampling rate or number of channels.
