So I looked at /usr/share/doc/phpbb2/NEWS.Debian.gz.

It claims that "If you're using phpbb2-conf-mysql, this should be done
automatically." which is is obviously untrue :-(
Furthermore that file refers to a file called
/usr/share/doc/phpbb2/schemas/<your dbms>_schema.sql, but the
directory /usr/share/doc/phpbb2/schemas is empty.
