"apt-cache show" will show all versions.  If you also have multiple
mirrors and/or distributions in /etc/apt/sources.list, then it's
possible that 0.1.17 is on one of those.

Try:

  $ apt-cache show libapt-pkg-perl | fgrep Version

With respect to this particular issue, libapt-pkg-perl was queued for
binary NMU after apt upgraded.

Should be available now: 0.1.18+b1 .
