Ok, I'm reassigning your bug report to people responsible for maintaining gnome-tweak-tool (base pseudo-package [2] is only for base system bugs). Short forwarding recap: Submitter is running Jessie with gnome. After using Shutter, it adds itself to Gnome Tweak Tool start menu. He has to delete it manually to remove it.
