The ENABLED flag is only used by the init script, which isn't used in a
systemd based system. Jessie uses systemd in a default install.

Enabling spamd in jessie is accomplished with 

$ systemctl enable spamassassin

I will update the documentation and comments in
/etc/default/spamassassin to reflect this.
