"gnome-keyboard-properties" applet crashes exactly in same manner as
described in first letter from Philipp Weis - shorly after running, a
window with "application has quit unexpectedly" is shown. Other applets
seem to work.
As far as I understand, this is a sort of localization bug - my system
is set to Russian language, and changelog for initrd-netboot mentions
that this bug (#316171) was fixed for French (and English, I suppose).
