Openipmi has failed to build on arm64 due to the old config.guess and
config.sub. Fix it by adding dh-autoreconf when building.
While autoreconf is one soloution to config.sub/guess issues in some packages (autoreconf only updates them if the package uses automake) it is more intrusive and carries a higher risk of regressions than simply updating config.sub/guess manually. So while i'd be happy to use it in a package i'm intimately involved with I'm less happy to use it in a NMU.

It turns out the package already had code for updating config.sub and config.guess. However there were a couple of flaws in the code one of which rendered it ineffective on the official arm64 autobuilder.

1: the code was conditional on the updated files being available in /usr/share/misc and there was no corresponding build-dep so the code would only be activated on builds in non-minimal environments (this is why the build on arm64 debian-ports succeeded, autotools-dev was installed in the chroot there) 2: the code resulted in the updated files being stored in the source package. If there have been significant changes to config.sub/guess since the packages last upstream release this can result in a very noisy .diff.gz

A NMU which fixes those shortcomings has been uploaded to delayed/5 and a debdiff is attatched (note the debdiff is a bit noisy mostly because config.sub/guess crap is no longer included in .diff.gz), please tell me if you have any objections.
