I agree this is still an issue. Here I had to go through a few hoops to
make "man" behave properly. I used option a) described here with good
success:

I also think that using a "tmux" termcap would make sense if we're going
to create a new one anyways - dealing with old screen bugs seems like a
bad idea in the first place...
