Do you mirror masters have some kind of regular conference or any
internal dialog on QA improvement?

My "favorite" is ftp.ch.debian.org, that one is totally
misconfigured. It's like:
Clients requests Accept-Encoding? Hahaha, we know better.
We send him a wrong file with different contents!!

(Note: foo.gz is not a replacement for foo unless you send proper
Transfer-Encoding but if the client denies that Transfer-Encoding then
better send a sensible error message rather than incorrect stuff).

Some other mirros return 404 which is IMHO the much better choice.
