I ran cpbk with the following command: (as root)

cpbk -I /home /mnt/external/home

On completion /tmp had lost its normal permissions and had become
drwxr-xr-x  14 root root   8192 2004-07-10 18:24 tmp

It was necessary to change the permissions for normal usage of the
system by non-root users.
