Package: upgrade-system

Hi.  I've tested upgrade-system in Debian Edu Jessie, and am surprised
it want to remove education-common, which is a package we want to have
installed on all Debian Edu systems.

But I am unable to figure out why it want to remove it.  Can
upgrade-system be changed to keep the education-common package?

Here is a test run:

root@skolelinuxtest:~# upgrade-system

How can this problem be debugged?
