Actually the problem is that the root isn't remounted: I've tried to pass rw to the kernel command line instead ro, and there aren't problems. "mount -o remount /" from root in tty solves the problem, too, however services like gdm3, network-manager and apache2 need to be restarted in this case (with rw everything is ok).

My computer is an ASUS N550 with Debian Sid.
Another laptop (HP 15D002), with Debian Jessie (same laptop-mode-tools version, but udev 208-8) hasn't problems.

The face that it does not happen on another machine shows that the issue is specific to certain configs only. Please have a look at bug #755518 and let me know if it applies to you.
