I did some more testing and I confirm that ganeti works as expected.

Note that the only non-lib package build-depending on libghc-curl-dev, 
is twidge (via libghc-hoauth-dev), which I rebuilt and tested and it 
works fine. Furthermore, it is quite likely that the current version of 
twidge in the archive also suffers from the same issue, which caused it 
to be removed from testing, see #752734[1].
