there is the same issue with sysv init: while upgrading the package .postinst already restarts /sbin/init. After upgrading any of the libs used by /sbin/init needrestart did not find a way to restart sysv init. Other init systems might need a special handling, too. Upstream has been patched to be able to restart sysv init, too.
