the lack of pkg-config support in libapparmor-dev blocks adding AppArmor support to systemd (#760526). This was fixed in the upstream master branch (r2079) and backported on the 2.8 branch (r2064). Until we have 2.8.4 or later in Debian, I'll try simply backporting r2079 in the Debian package.
