We need more information here.

Please enable the debug-shell service (add systemd.debug-shell to the
kernel command line) which will give a debug shell on tty9.
And also re-enable plymouth.

Then when the boot does not successfully complete, switch to tty9 and
provide the output of
systemctl list-jobs
systemd-analyze dump
journalctl -alb
