I'm using the value of `locale charmap` (which in Perl is: `locale charmap` :). It turns out this unexpectedly took several hours to do: there were some horrible bugs in the standard tools for doing this encoding process which rendered it useless. Anyway, it seems to be working now! BTW, how did you come across the command `locale charmap`? It's not mentioned in the manpage for locale.
