Just a quick pointer if someone finds this report while searching for a
solution for the similar problem.

This problem also manifested on all of my machines. They were all
running testing with Xfce + lightdm. Network manager didn't work,
mounting (via gui) didn't work, even shutting down was not possible
unless I did it via root account @ terminal. It turned out that
systemd-shim was the culprit here. Removing it caused systemd-sysv to be
installed making systemd the "real" init system (pid 1). After a reboot
everything was back to normal and working as intended. System-shim seems
to have serveral related bugs already submitted against it [1].
