No, I assumed one would be installed in the dependencies.

Installing gdm3 or lightdm takes care of it, then login is possible and
Mate starts as expected.

Installing gdm3:

sudo apt-get install gdm3

Installing LightDM:

apt-get install accountsservice lightdm lightdm-gtk-greeter

As MATE can also be used in setups where no local X11 is installed (but e.g. X2Go as a remote desktop solution), we refrained from pulling in too many unnecessary depencies with the MATE packages.

The solution indeed is installing a display manager that takes are of the management of the local display.
